The comment period on the draft plan has now closed and the formal bylaw process has begun. The bylaw was amended following the Open Houses to reflect input heard at those meetings. Following the formal bylaw process and any revisions necessary as a result, the bylaw will be presented to the RDEK Board for first and second reading, followed by a public hearing, and finally consideration by the Board for adoption.

The amendments made to the OCP following the Open House are as follows and were included in the OCP reviewed during the Formal Bylaw Process:

Residential Policies

  • RDEK owned residential property in Edgewater: the survey results as well as comments received at the Open Houses indicated that the community would support the sale of and the rezoning from residential to commercial of these properties. Policies have been added to the OCP to reflect this.
  • Seniors Complex in Edgewater - the property owner requested that the OCP support a rezoning application that would allow 4 lots to be developed for seniors/affordable multi-unit development. Comments from the Open House were in support of this and policies have been added to the OCP to reflect this. The property will still require an approved rezoning application including a public hearing prior to building permit stage.

Commercial Policies:

  • Agricultural & Commercial Multi-Use Development in Spillimacheen - the property owner requested that the OCP support an agricultural and commercial multi-use development including employee housing. Comments from the Open House were in support of this and policies have been added to the OCP to reflect this. The property will still require an approved rezoning application from the RDEK which includes a public hearing.

Project Goal:

The current Steamboat – Jubilee Mountain OCP was adopted in 2006. This planning process provides an opportunity to:

  • update the land use policies with the current views of the community;
  • include development permits for environmentally sensitive areas within the plan area; and
  • re-visit the community’s vision for the commercial core in Edgewater.
