Background

The Short-Term Rental Temporary Use Permit Policy has been adopted by the RDEK Board of Directors.

The adoption follows several phases of community engagement and proposed criteria revisions completed by the RDEK during 2021, 2022 and 2023. Information on the earlier phases of the process, such as survey results and newsletters, can be found on the original Short Term Rental Page here. The new Implementation phase contains the steps that are required for the RDEK to start regulating STRs within the Regional district. This phase contains three key stages:

  • Stage 1 (Completed) – public and STR Operator consultation on a Short Term Rental (STR) Temporary Use Permit Policy, e.g. criteria or conditions for issuance of a STR Temporary Use Permit (TUP).
  • Stage 2 (Finalizing) – development of the administrative and regulatory frameworks required for the RDEK to issue, track and administer the new STR TUP program, e.g. developing application forms, templates, permit processes and required changes to RDEK bylaws.
  • Stage 3 (starting October 1) - roll-out of the STR TUP requirement for Operators of STR accommodation in the RDEK Electoral Areas, including the intake window for applications for a STR TUP.

September 2023 Update:

The RDEK Board of Directors adopted the Short-Term Rental Temporary Use Permit Policy on July 14th, 2023.The Board adopted the policy with amendments to allow a maximum of 10 guest occupancy approvable by staff. On September 8, 2023 the Board adopted amendments to the RDEK Delegation Bylaw and Development Applications Bylaw allowing providing the necessary delegation of approval authority to staff, the procedures for application review, and setting the STR TUP application fees at $1,000 for delegated STR TUPs and $2,000 for applications made to the Board

The initial intake of applications will begin on October 1st, 2023.
